Temporary Access Pass for Evacuation Order Areas

Temporary Access Pass can be obtained from the PRRD Emergency Operations Center, if safety considerations allow, for the following areas currently subject to PRRD Evacuation Order(s):

  • NONE

Evacuation Orders are issued by the PRRD only when a significant threat to the health, safety, and
welfare of persons exists such that an evacuation and controlling travel are necessary to minimize threats and risks to persons.

The availability of a Temporary Access Pass does not mean threats and risks to persons are no longer present. Temporary Access Passes are only issued when threats and risks to persons can be minimized with planning and limited access windows. Applicants for Temporary Access Passes agree to indemnify the Peace River Regional District and the BC Wildfire Service.

Restrictions & Process

Note: All times are Pacific Time.

To avoid disappointment, please review the following carefully:

  1. Restrictions:
    • Temporary Access Passes are only available to essential personnel who are required to maintain critical infrastructure or care for livestock. No other access to homes or properties will be permitted.
    • No person under the age of 19 is permitted to enter the evacuation area.
    • No same-day access applications will be reviewed or granted.
    • Temporary Access Passes are issued for a specific day and a fixed period of time; they are not blanket re-entry passes.
    • Due to wildfire activity, access times are restricted to morning hours between 0800h – 1700h subject to change based on conditions.
  2. Application process:
    • Applications must be completed using the PRRD Temporary Access Pass Application Form.
    • An application must be made for each location to be accessed.
    • Applications must be submitted by 1500h (3:00 pm) each day for next-day access. Help us help you by submitting your applications as early in the day as possible.
    • Applications are reviewed by BC Wildfire Service and PRRD staff for safety and suitability, taking into account the expected conditions in the relevant area.
    • We aim to notify applicants of our decision by 1930h (7:30 pm) each day.
    • If conditions change overnight, issued passes may be rescinded, and no access will be granted at the traffic control points. In the event the situation changes, we will notify the designated contact as soon as possible.

Important: In applying for a Temporary Access Pass, the applicant agrees to the following:

“I understand that I have voluntarily chosen to enter into an area that is under an evacuation order due to extreme and imminent hazards and as such, I accept complete responsibility and liability for my actions and choices. In consideration for being permitted to temporarily enter the evacuation area, I hereby release and forever discharge the Peace River Regional District and other responding agencies and their officers, agents, employees, contractors and volunteers (collectively, the “Released Parties”) and agree to indemnify and save harmless the Released Parties from and against all losses, claims, damages, actions, causes of action, costs and expenses whatsoever, that the Released Parties may sustain, incur, suffer or be put to, including those arising from the negligence of the Released Parties, by reason of this pass or my entering into the evacuation area.”

And:
No person under the age of 19 is permitted to enter the evacuation area. Entry and occupation of the evacuation area is for official purposes only as authorized by this pass. This pass is non-transferable and may be revoked at any time, for any reason. The pass must be displayed to any emergency official or peace officer or traffic control point upon request.
